4th Precinct Highlights - Week 554 September 9 - 15, 2008

The MPD provides this public safety information as a public service. These highlights are not reflective of all incidents handled or investigated by MPD during this time. All persons are considered innocent until proven guilty in a court of law.

ASSAULT
1116 21st AVENUE FRIDAY 1810 HOURS 08-283273
Officers responded and found Joseph Carlisle a 19 year old black male w/25 CAPRS, shot in the leg by an unknown party. Victim and large group hanging around were uncooperative. Officers located several spent casings.

34XX GIRARD FRIDAY 1904 HOURS 08-283332
Officers dispatched to a female shot in the abdomen and upon arrival were told by witnesses that two males carried her to the street and flagged down a passing motorist who transported them to NMMC. Officers then located a 17 year old black female w/15 CAPRS and two males @ NMMC. Based on witness information and evidence it appears one of the males may have accidentally shot the victim. Both males were transported for interviews. The victim initially listed in critical condition.

2301 EMERSON FRIDAY 2216 HOURS 08-283568
911 hang-up call w/a Hmong speaking female asking for help and later remarks from language line said there was a group of kids refusing to leave. Later Moua Lor a 20 year old Asian male transported by relatives to NMMC with gunshot wound to chest and another to arm. Robbinsdale sent three squads to sit on the witnesses and later transported them for interviews. Officers located a crime scene, but no casings. Additional witnesses located, transported and interviewed with the help of an interpreter.

40XX DUPONT SATURDAY 1239 HOURS 08-284320
Officers responded to a shooting and locate 17 year old black male w/35 CAPRS, with a non-life threatening leg wound. Officers learned suspect is known to the victim and is said to be a YNT, Young and Thuggins, ganger. Several rounds fired.

4253 DUPONT SATURDAY 2221 HOURS 08-284780
A fight broke out and shots were fired when a party posted on a My Space page got out of control when unwanted people arrive. Party goers were not cooperative so mace was deployed. The shooting occurred shortly thereafter the suspects were asked to leave the party after becoming disruptive and flashing gang signs. Tina Garcia a 41 year old black female was shot in the back as she picked up her son. Arrested: a 16 year old black male for Obstruct Legal Process

912 24th – down MONDAY 1700 HOURS 08-286545
Dispatched to a Person w/a weapon officers met with Susan Olson a 38 year old white female saying her neighbor threatened her w/a straight razor during an argument over her nine year old son playing basketball in the driveway. Arrested was Beverly Fox a 63 year old black female

33rd & JAMES MONDAY 2038 HOURS 08-286728
Dispatched to a double shooting officers were told by victims Eugene Rayford & Michael Kyles, 43 & 40 year old black males w/49 & 25 CAPRS that four 18-21 year old black males walked up to the victims and began physically assaulting them for no reason. One suspect then pulled out a handgun and fired several shots striking one victim in the leg and the other in the buttocks. Both victims transported with non life threatening injuries. Suspects GOA.

2620 DUPONT MONDAY 2348 HOURS 08-286928
Parole Officer in the area looking for and found a Level 3 Sex Offender, however he fled on foot. Precinct & K9 Officer responded and located suspect nearby. During his arrest the suspect assaulted the K9 officer and his partner and sustained several bites while doing so. Officer and his partner had minor injuries. Arrested was Christopher Molloy/Meloy a 19 year old white male.

ROBBERY
3019 EMERSON TUESDAY 0121 HOURS 08-279570
Tony Lee a 38 year old black male w/26 CAPRS, was approached by a 20-25 year old black male on a bike who first asked for change and then produced a large handgun and demanded victims tennis and then went through his pockets and took $275.00, keys and ID during which time suspect said “this is a 3-6 Crip.”

1220 15th AVENUE WEDNESDAY 1155 HOURS 08-280758
Quincy Jones, Shun-Te Buckley & Latron Henderson 37, 40 & 34 year old black males w/13, 33 & 41 CAPRS, robbed o@ gunpoint of $5.00 and a bottle of liquor by two 16-17 year old black males.

3251 LOGAN WEDNESDAY 1831 HOURS 08-281112
Patrick McGarrity a 19 year white male robbed of his phone, I-POD and $30 – 60.00 by three black males who he then later confronted and they then shot at him. Victims’ story changed during the telling of it. One possible suspect named.

2626 EMERSON THURSDAY 1905 HOURS 08-282225
Michael Lee a 54 year old black male w/37 CAPRS, robbed of $140.00, a watch and a ring by four 16-19 year old black males. During the robbery, the victim saw that one of the suspects had what appeared to be an 8” knife and after wards discovered he had a long cut on his arm. The victim was unsure if he could ID suspects.

40th & COLFAX FRIDAY 0345 HOURS 08-282659
Officers responded to a possible shooting however found robbery victim Michael Knox, a 52 year old black male, who said he was downtown taking photos of people downtown and invited to a house party in the area of 42/Colfax to take more photos. However when he arrived two black males robbed him of $100.00, his phone, ID, keys and his photo equipment.

16th & OLIVER FRIDAY 1333 HOURS 08-282995
17 year old black male was robbed of his backpack by two 17-19 year old black males who struck & knocked him to the ground.

BROADWAY & FREMONT FRIDAY 1800 HOURS 08-284208
Gregory Cobbins a 28 year old black male, waited a day and went to First Precinct & reported being robbed of $800.00 and his ID’s by four 20 year old black males.

2607 MORGAN SATURDAY 1530 HOURS 08-284439
Pizza delivery person robbed of the pizza @ gunpoint by two black males, 16-17 & 25-27. Officers checked address & phone number used to call in the order with negative results.

2715 BROADWAY MONDAY 2130 HOURS 08-286963
Carl Hunt a 19 year old white male, robbed of $250.00, IPod and cell phone @ gunpoint by a black male when he went to met him to retrieve his tennis shoes which he’d left in the suspect’s car after playing basketball with him.

JAMES & PLYMOUTH WEDNESDAY 0221 HOURS 08-280522
Officers attempted to stop a person flagging down cars however he fled and while doing was observed tossing an object, later found to be a revolver, into some bushes and rounds were found in his pocket. Arrested was Hezekiah Hamilton a 21 year old black male w/16 CAPRS

2027 2nd STREET THURSDAY 2004 HOURS 08-282256
Observed narcotics exchange led to the recovery of a loaded Beretta, a Illinois stolen, which one of the parties threw to the ground along with weed. Arrested were Brian Scott & Antonia Porter, 38 & 22 year old black males w/2 & 52 CAPRS

BROADWAY & JAMES FRIDAY 1834 HOURS 08-283302
Responding to a Narcotics call officers observed the suspect and found him to be on probation and in possession of a loaded semi automatic. Arrested was Steve Davis, convicted felon, & Kenyetta Davis, 22 & 21 year old black male and female w/0 & 18 CAPRS for Probation Violation, Weapon Possession, Warrant and female for False Information to Police & 2 warrants.

19XX 26TH AVENUE FRIDAY 2013 HOURS 08-283416
After hearing several shots officers observed people running from the area and then discovered a vehicle damaged by gunfire and casings next to a house they observed the people running to. After receiving the residents permission to enter they recovered a six shot revolver and & 12 gauge shotgun, both loaded and three BB guns, which owner said didn’t belong to him. Several parties ID’d.

16XX 26th AVENUE SUNDAY 1936 HOURS 08-285736
Responding to a Person w/a gun officers locate the listed vehicle, during the stop recover a loaded handgun and received information regarding a second gun in another nearby vehicle. Officers locate the second vehicle and recover a loaded semi automatic pistol. Arrested were five 15, 16, 16, 14 & 17 year old black males and females w/24, 11, 10, 3 & 39 CAPRS.

2319 GOLDEN VLY RD MONDAY 0822 HOURS 08-286137
Tracking a bait vehicle activation, officers later located it in a yard along with a set of stolen plates and boxed in by a black SUV which contained a 2 ton floor jack, two reciprocating saws and a cable puller in plain view. One party was found carrying a loaded revolver. Arrested were Paul Seymore & Gregory Daniel 53 & 47 year old black males w/15 & 59 CAPRS

1124 21ST AVENUE MONDAY 1816 HOURS 08-286591
Responding to a Person w/a gun officers observed a van with a group hanging around it matching a provided description. Upon searching the parties, one was found to be carrying a loaded revolver, stolen in a Minneapolis 2007 burglary. Arrested were Donald Jordan & Perry Miles 22 & 44 black males w/80 & 10 CAPRS

17th & EMERSON MONDAY 2149 HOURS 08-286789
Officers responded to a Disturbance and while talking to the parties the male fled and the female dropped a loaded semi automatic into the squad. Arrested were Laura Swineheart & Termaine Danile, 33 & 26 year old black female and male w/0 & 1 CAPRS for weapon possession, flee and warrant


PATROL HIGHLIGHTS SUBMITTED
Tuesday – 22nd & 4th St – 1914 hours - 08-280161. Officers heard and observed a vehicle squeal out and drive around neighborhood at a high rate of speed and upon stopping it found it to have a punched ignition. Arrested were Xue Vang & Mee Vue, 23 & 28 Asian males w/6 & 10 CAPRS and one with meth in his pocket.

Tuesday – 26th & Broadway – 2124 hours – 08-280271. Officers observed a vehicle which turned out to be a Golden Valley stolen taken in conjunction with a burglary. Arrested were a juvenile & Jason Young, 17 & 33 year old black males w/11 & 44 CAPRS

Wednesday – 4541 Camden - 0408 hours – 08-280547. Officers responded on a possible in progress, Burglary in progress, and heard someone in the basement removing pipes. Officers enter and find a male with a large amount of copper pipe in a pile. Officers also locate a flashlight and a hacksaw near the male, and a receipt in his pocket showing previous visits to a scrap yard where the male sold copper pipe. House is for sale and vacated. Arrested was Melvin Rankins a 48 year old black male w/3 CAPRS

Thursday – 3535 Girard – 0213 hours – 08-281528. Officers observed a vehicle on 2nd Street at a high rate of speed approximately one minute after dispatch aired a PIHR at Broadway & Washington, and the driver fled as officers attempted to stop him. Pursuit went approximately two miles and lasted three minutes before driver stopped at 3535 Girard. The vehicle had extensive damage caused by the previously mentioned PIHR. Arrested was Christopher Matthew a 24 year old black male w/5 CAPRS. Charges: PC Flee, PC AGG DWI & PC Criminal Vehicular Operation.

Friday – 2800 Pacific Street – 0232 hours – 08-282614. Off-duty officer working at American Iron observed two males park in front of the business and enter the scrap yard through a gate. Officers set up a perimeter, and while waiting for K-9, the suspects start loading numerous aluminum rims into their vehicle. Arrested were Timothy Brown & Eddie Howard 46 & 48 year old black males w/30 & 13 CAPRS

Friday - 52nd & I-94 – 0252 hours - 08-282624. State Patrol had a party bail from a vehicle in the area who was later located and arrested with a large quantity of crack cocaine in his pocket. Numerous squads assisted on perimeter.

Friday - Very busy night with many squads tied up on shootings. STOP and K-9 did a great job of assisting with calls. Robbinsdale provided squads to sit on witnesses to the shooting at NMMC for the better part of 2 hours & later transported them.

Saturday – 3003 Penn - 0733 hours – 08-284124. Officer observing smoke coming from windows of the three floor apartment building notified dispatch. Believing the building to be on fire and the residents to be in their apartments at that time of day he entered and began knocking on doors, getting people outside of the building. In spite of the dangerous environment the officer, at tremendous risk to his personal safety and health, went door to door throughout the building, alerting residents and assisting them out of the building. Officer made it up to the third floor, where smoke was heaviest. Due to smoke inhalation officer and four residents were seen by EMS and two residents transported. It was later determined that the lady who lived in the apartment where the fire originated, had been cooking on the stove and fell asleep due to her high level of intoxication and this is not the first time she has done this.

Saturday – 900 block of 55th Ave N – 2244 hours – 08-284807. Six Precinct and Stop squads assisted Plymouth, Maple Grove and Brooklyn Center officers in breaking up large party where fights had broken out and a HELP call was toned. Party closed down.

Sunday – 26th & Morgan – 1026 hours – 08-285319. Officers stopped a car for an expired 21 day tag and the driver was found to have crack and marijuana on his person. Arrested was Derek Burgess a 19 year old black male w/44 CAPRS including 12 Narcotics arrests since 2000.

Sunday –1100 & 2038 Broadway 2200 & 2230 hours – 08-286007 & 08-285870. Creative Nail Design & Crystal Nails had their windows broken out to facilitate burglaries. No suspects found. Unknown loss at one and candy machine damaged at the other.

Monday – 3436 6th St – 1530 hours – 08-286449.
Officers responded to a Burglary where suspects were GOA but witnesses provided suspect and vehicle information which when aired was heard by an off-duty officer working at a scrap metal business. While attempting to hold the driver at gunpoint he fled. The pursuit lasted three minutes, traffic was heavy, streets were dry and speeds were 40 mph. Officers lost suspect at 37/Dupont as he headed SB. The driver, later identified thru store video, wasn’t caught, however a suspect was arrested at the scrap yard. The car was a listed Enterprise Rental stolen. Arrested was Tyrone Fuller a 38 year old black male w/162 CAPRS and driver ID’d as a 48 year old black male w/74 CAPRS
